Stay chill. Traffic governance sets how fast each sending domain sends to each provider. It all comes down to one simple rule.
Here's how it works. Take the quota, say forty to Google. Divide it by the sending window, say eight hours. That's the pace: one email every twelve minutes.
Here's what a day's sending shows. When a bucket fills, the domain has shown it carries that traffic, so its quota grows the next day. When it doesn't fill, the quota simply stays, and that's never a fault.
The quota sets the pace, and that's all it does. Nothing pushes to reach it. Time that isn't used is simply gone, and every sending window starts fresh.
Forcing a bucket to fill would fake the very evidence that growth reads. The quota would grow on demand that never existed, and the domain would pay for it with a burst. So nothing forces it: the evidence stays honest, and quotas grow only on real demand.
That's traffic governance: the quota sets the pace, and real demand sets the quota. Next up: see why there is no catch-up, and why this isn't warm-up. Don't freeze up!
